So what about portraits? What are the specifications for a Canon Rebel portrait lens?

Before you invest in the sigma or the canon, check out Tokina. They offer two lenses: a 12-24mm f/4.0 and a 11-16mm f/2.8. Both of these have been rated better than the Sigma because they have better construction and better image quality. I have a 40D, and I plan to get one of the Tokina lenses.
However, using an ultra-wide lens is often a huge challenge and only provides a certain style of shooting. The Canon 17-40mm will allow you to shoot with a different style than with the ultra-wides. It also provides a larger range which means you can do more with it.
Depending on the other lenses in your collection and your style of shooting, you might not want or need overlap in focal lengths. I have the 28-135mm and a 12-24mm will give me a huge range from 12 to 135mm (with a small gap in the middle).
If you can, try to go to your local camera shop to try the different lenses before you purchase. I would also recommend the Canon 50mm f/1.8. It is an amazing lens and is only $90.
