For portraits with a Canon dRebel or 20D/ 30D, the only lens that can beat a Canon 85mm f/1.8 is a $2000 Canon 85mm f/1.2. Really, it's that simple.
With film or a 1D/ 5D, the Canon 135mm would also be a great choice but that focal length is too long with a cropped sensor.
Get an 85mm f/1.8, use it between f/2.8 and f/4 and you should get great results - right out of the camera. The rest is a matter of skill (lighting and exposure, minor post processing in Photoshop, and people skills to direct your models).
If you do studio work, you'll also want to invest in lighting, but for outdoor shots the only thing pros have on you is an assistant with a reflector.
I'd hang on to the 28-80 zoom as a walk around lens. It wouldn't be my first choice, but get a dedicated portrait lens first and worry about other gear decisions later.
With a 1.6 crop Canon I personally like the Canon 17-85mm as a walk around lens, or the 17-40mm for better image quality with wide angle shots, or the 17-55mm is budget is no issue.
The Canon 18-55mm gives you a more useful range than 28-80 but it's junk.
